Think its got to be Everton as they've had most season in top division but if its not Arsenal or Liverpool who else has spent a lot of years up there.

Newcastle maybe ? (everton v newcastle)

I know its not forced to be top flight but i'm working on theory teams that spend lots of time in lower divisions, yoyo too much to play someone the most times.
