No, they cant keep having a referendum every few years because some of them didnt like the result of the last one. If they did vote to leave the UK would they then have a referendum a few years later to see if they wanted to go back, dont think so. Though I would like the whole of the UK to have a referendum on whether to keep Scotland in the Union, the result of that might shock a few of those whingeing Scots
