I'm pretty sure it means you ignore the posts by that person.
In other words, if you fall out with someone and don't care to read any of their comments on the board, they become invisible to you if you add them as a foe.
It can make the flow of a thread a bit odd though, as you'll still see comments regarding their posts from other users.
It's meant to be used very sparingly, if ever, I think
