If you look at some of the players he deemed surplus to requirements when he initially assessed the squad, I think you would agree that Sacko, Mowatt, Anita and - much later - Jansson are all very good players, technically.
If you'd told me Dallas, Cooper and Phillips would be absolutely instrumental to our success around that time I would've laughed.

He seems something in the human being that sets both the player and the coach apart : some kindred trait or spirit between them that lets him know that together they can improve both themselves and the club.

He's as much a psychologist as he is tactician.

... okay, maybe nowhere near as much, so let's say 10% philosopher, 20% psychologist and 70% tactician :D
Mowatt was actually sold by Monk in January 2017 ;).

Whilst there are various positions I'd like to see us strengthen in, I'm also aware of Bielsa's loyalty to his players and his preference for a small squad, so I expect that we won't see a lot of new signings. Obviously, Meslier and Harrison will be brought in permanently. I expect a new experienced GK will be brought in, to replace Casilla (maybe the mentioned Scott Harson :D). If Douglas leaves for Rangers, where he's been linked, or wherever, then we might see a new LB; albeit with Dallas, Alioski, and Davis there, I think we're alright. I'd like a Phillips backup, but I expect faith will be put into the returning Forshaw. I'd also like a successor to Hernandez, but I expect we'll be content with Shackleton and Roberts for the time being. If Berardi leaves, then we'll obviously need a backup CB. Therefore, I'd say that the two key positions we need to strengthen are CB and CF.

---Shackleton-----Klich------ -------------Klich-------------- S5: Hernandez

NEW GK: Tim Krul, Asmir Begovic, ScottCarson
NEW CB (1): Ben White, Juan Foyth, Robin Koch
NEW CB (2): Mapou Yanga-Mbiwa, James Chester, Kyriakos Papadopoulos
NEW LF: Robin Quaison, Denis Bouanga, Ollie Watkins

In terms of outgoings, I expect we'll see all those who were on loan leave permanently or on loan again: De Bock (already sealed move away), Shaughnessy, Grot, Balboa, Mujica, Temenuzkhov.
And possibly Barry Douglas too.
I'd also like to see a couple of the young players go out on loan. One of Struijk and Casey. One of Stevens, Gotts and Poveda. And Bogusz.

According my experience seeing Bielsa's squads made in Athletic Bilbao, Marseille and Lille (his big failure), he is not the kind of guy who ask for millionaire budgets to spend in signings. For instance, his experience in Lille was the spending of 49 millions of euros in ¡11 players! (4 of them free agents). The issue in that time was the bad communication and continious disagreements between Bielsa and the Sportive Director, Luis Campos. So, is very likely many of those signings were not of mutual consensus.
Athletic Bilbao, due its unique feature (only vasque players), has a very reduced market. Marseille, the club spent nothing and that was, in fact, the reason Bielsa resigned

If we sign Meslier, Harrison and White I think we will only see 2 or 3 more players coming in. One defensive player (LB?), one midfielder (a new Pablo?) and one attacking player (striker who can also play on the side).

Don't think you'll be far off but can also see a DM as we need someone when Kalvin can't play. Also an experienced keeper would be a benefit.

Expecting one or two arrivals from South America, nothing concrete just a gut feeling.

The priority (after renewal of Harrison and Costa) is a centre-back (due White leaving) and a mixed midfielder (backing Phillips). ¿Any news about a striker?

"Kinnear says #lufc can operate in the top third of the PL in terms of revenues."

That would put is in a very strong situation. I'm not sure how much the wage bill will rise but I imagine it may come close to double?
Either way we may have more cash than we think we do for transfers after we subtract the players we buy after loan ?

As an aside I don't think it a great idea to advertise because we will get rooted in negotiations :D

On what the squad needs I think we all know.
1 goalkeeper
2 centre halves
2 centre mids
1 top striker at the very minimum.

goalkeepers: just not Joe Hart. I would keep Meslier as Number 1 over him. He is shot to bits

Centre halves; If we have serious cash and can compete I think we make a statement and sign Upamacano from Leipzig. The kid is a beast and best centre back in the world in his age bracket(20) and its not close. (If Ben White is a no go, but my preference is still Dayot)

This will sound like a strange one but I want to sign Nathan Collins from stoke as back up. The scum tried to sign him in January. Irish centre half,18 6ft 3 ball playing centre half who loves defending and super high ceiling

Eduoard from Celtic as I have said before.

Centre mid I really like the look of the kid from zagreb,Gojak who we have been interested in for 2 years now. He is def on the Orta master list. Another one from out of left field and may be way off but I think Spurs will have some players in and out with mourinho and I would look into Harry Winks. Can a loan to buy be done or a staggered payment? He is not a mourinho player and has bielsa written all over him in my opinion. Mourinho wants specialist players and Bielsa is the opposite. He could potentially play 4 positions. This transfer may not be possible either but anyway, that is my dream transfer window.

Young Players I would also just love to see at leeds:

Kenneth Taylor : I watched him play for the Dutch under age a few times now and he is classy as hell. can do anything with a ball but keeps it very simple and stays within himself alot. reminds me of Mcphail with his cultured left boot. Could play anywhere in the midfield including DM but maybe short on height.

Mo Ihattaren : Another dutch wonderkid but I think he ends up at barca or somewhere within the next year or 2. :D

Jayson Molumby: a weird one maybe but from Brighton (on Loan at Millwall this year) Was tipped as Ireland best prospect 5 years ago. Was about to break into Brightons first team at 16 but got injured twice and was out for 18 months. Got a best player award this summer at the Toulon tournament, Is captain of Ireland's best under 21 team in maybe ever and has been excellent for Millwall. Will be a full international in a matter of months when the first Ireland squad comes out. High energy and will press like a maniac. Has absolutely smashed his comeback and the boy just always looks hungry. He would fit in well but I reckon he is in Brighton's plans next year like White.

I've seen mentions online of Harrison's loan being extended by a year with a commitment to sign for £8M at the end of next season.
