Yes I heard that, TBH it's a disappointing surprise. I’ve no idea (perhaps you do ANS), whether it’s the Ipswich club or Ipswich police who have put forward such an allocation.
If it’s the latter, I repeat I don’t know, but surely it would have been better to give us say 7,000 so all the Leeds fans are in the ground and the authorities know where they are. Now, and as you say, with several fans potentially traveling without tickets, it will be utter carnage in Ipswich town centre with fans all over the place.
I’ve got my accommodation booked already, unsure whether I’ll go without a ticket though.

Seems even more pathetic when you consider Ipswich average under 18,000 in a stadium that holds 30,000.
